Early in April 2003, the Department of Homeland Security, through the Office of Domestic Preparedness (ODP), announced that $100 million from the FY ‘03 funding will go to large urban areas, specifically-New York City; Washington, D.C.; Los Angeles; Seattle; Chicago; San Francisco; and Houston.

The money, dispersed under the Urban Area Security Initiative, will help local governments prepare for and respond to terrorism. The funds are in addition to the $566 million that the ODP announced for First Responders in March.

Cities were chosen based on factors such as population density, critical infrastructure, and a threat/vulnerability assessment. All cities received grants from the OPD for First Responders and may also receive funds from the FY ‘03 Supplemental Budget Request pending in Congress.
